Each UC campus develops and negotiates, in coordination with UCOP, a research and development tariff agreement with the U.S. Department of Health and Human Services (DHHS) Cost Allocation Services. The formulas of these negotiated collective research and development agreements apply to all projects funded outside, including U.S. government authorities and non-federal sponsors, to calculate the specific indirect costs to prohect. For most U.S. government-funded grants, federally negotiated management facilities and collective agreements (R-D) agreements, calculated on the assumption of full cost coverage, are applied in accordance with CFR 200.414 (c) (1). National Institutes of Health The National Institutes of Health (NIH) provide financial support in the form of grants, cooperation agreements and contracts. This support supports the promotion of the NIH mission for improving health, extending a healthy life and reducing the burdens associated with illness and disability. While the NIH awards many research-specific grants, we also offer scholarships that support research-related activities, including scholarships and training, career development, scientific conferences, resources and construction. Agency for Health Research and Quality The Agency for Health Research and Quality (AHRQ) is tasked with establishing evidence to make health care safer, quality, more accessible, equitable and affordable, and to cooperate within HHS and with other partners to ensure that evidence is understood and used. AHRQ grants support research to improve the quality, efficiency, accessibility and cost-effectiveness of health care. The Food and Drug Administration (FDA`s) Office of Partnerships (formerly The Division of Federal State Relations) promotes several competitive scholarship/cooperation agreements each year on food and feed safety and human health issues. These grant agreements/cooperation agreements provide federal agencies with the opportunity to improve or develop new and existing programs to support the protection of products for human or animal use.

By working with non-federal research organizations, we try to apply our Federally-negotiated rates because the UC sees the application of these rates as a proxy for full cost coverage. However, some non-federal sponsors have guidelines that do not allow the application of UC`s research and development rates. In these cases, a derogation from UC policy may be granted prior to the submission of a grant proposal. Ahead of the R and D, each campus submits a proposal that calculates (directly and indirectly) the total cost of research in a given year. Second, these costs are compared to the total amount of all direct research costs that were funded in the same year to arrive at a proposed rate on this campus. This proposal is reviewed by the federal government and negotiated until a final rate. The negotiated final rate will then apply to all new grants and contracts on this campus, unless they are limited by law, regulation or other agencies for the next three to five years until the next rate negotiation of research and development. This link provides basic guidance on where and how indirect cost proposals can be submitted in order to obtain a currently negotiated indirect cost rate for federal grants and contracts for which DOI is known. This link is provided because DOI is responsible for negotiating indirect cost agreements with many Triba organizations
